
Senior Research Manager
Maureen is a Senior Research Manager at MATS, specializing in AI policy and governance impact. She served as a U.S. diplomat with the U.S. Department of State for a decade across Asia, Africa, and Europe, and managed global teams specializing in U.S.-China relations, sanctions compliance, global health security, and human rights. Prior to State, she served across the UN and global NGOs, and conducted nuclear security research with the Arms Control Negotiation Academy and AI policy training with the Meridian International Center's Tech Labs. Maureen is a current Term Member with the Council on Foreign Relations and Principal with Semafor World Economy. She holds a MPA from New York University and a BA in Political Science from SUNY Stony Brook University.
